Crystal Swann is a local outreach consultant with more than 20 years of public policy, public affairs and corporate partnership development experience. Crystal has extensive knowledge of local, federal, and state government processes and procedures. She supports strategic partnerships and local government engagement on behalf of the U.S. Department of Labor’s Office of Disability Employment Policy’s (DOL/ODEP) State Exchange on Employment & Disability (SEED) Initiative. Crystal will engage in ODEP’s policy development and dissemination efforts to promote disability employment policy for use by local governments.
Crystal is an innovative thought leader with a proven record for developing and executing high-impact strategic policy and partnership campaigns and coalition building that strengthens and advances an organization’s short-term and long-term performance goals. Crystal has led policy development initiatives nationally and internationally as Assistant Executive Director at the U.S. Conference of Mayors.
As President of C Swann Solutions, LLC, a results-driven strategic engagement, and public policy consulting firm specializing in wellness, inclusion, and health equity, Crystal works to engage local stakeholders, local leaders and policy experts on a broad spectrum of issues impacting local governments and cities.

Crystal earned her master of science in political science from Florida State University and received a bachelor of science in political science from Florida A&M University.
