Rachel McGreevy is a state outreach consultant with 17 years of experience in state government, state relations and legislative affairs with expertise in launching multipronged communications campaigns with governors, attorneys general, treasurers, legislative leaders and staff. She has worked in global trade association and corporate organizations to advance legislation and policy priorities, establish effective grassroots networks, execute strategies to engage in legislation, manage coalitions, and partner with state and local leaders to achieve objectives.
Rachel currently leads state outreach for the State Exchange on Employment & Disability (SEED) Initiative with the U.S. Department of Labor Office of Disability Employment Policy (DOL/ODEP). As part of the Concepts Communications team, Rachel supports overall account activities to advance ODEP’s policy development and dissemination of disability employment policy for use by states. She is chiefly responsible for engaging state policy groups and establishing cooperative working relationships with state legislative and administrative bodies to achieve project goals.
Previously, Rachel served as Vice President, State Government Affairs and Community Relations for MasterCard, the global payments company, where she managed US advocacy efforts at the state level and advanced strategic partnerships with third party allies. Prior to joining MasterCard, Rachel led the government relations program in the 50 states and Canada for the International Council of Shopping Centers (ICSC), the global trade association for retail development. She also held positions at the Minnesota State Capitol and as a state lobbyist representing multiple business clients before the Minnesota State Legislature and regulatory agencies.
Rachel is a 1996 graduate of St. Cloud State University in St. Cloud, Minnesota (bachelor of arts, public administration and economics); and The American University Capitol Semester Program in Washington, DC.
